#eval_nomono_gems(gems:, requirements: {}, **opts) ⇒ Object

Requirements are caller facts, not checkout versions. An existing direct
dependency keeps its constraints and metadata; explicit facts only narrow
them. A new dependency with no facts retains Bundler’s default >= 0.
